This photograph, taken on July 2 by an unidentified federal government employee, shows the construction of a sand berm designed to keep oil from a leaking well in the Gulf of Mexico out of Louisiana’s marshes. The berm, identified, as E-4, is located on the north Chandeleur Islands.
